To reset the 3-dial padlock correctly, they need to rotate the shackle and then push all the way down before moving the dials, per the instructions.  

A set amount of 14,400 locks will reset at 90 degrees, not 180 degrees. Instruction on the back of the card will be changed on those locks with 90 degree reset.
